1. In this regulation, unless otherwise stated,;
    Persons with disabilities” refer to individuals who encounter difficulties in integrating into society as well as taking care of their daily lives because of an impairment in their physical, mental, psychological, emotional and social skills at varying degrees due to causes that may be present either from birth or at a later stage in life and, at the same time, to individuals who are in need of rehabilitation, counselling and support services, or to individuals with thalassemia or sickle-cell disease who have certified their disease, regardless of its degree, at health institutions either within the TRNC or in their own countries.

    ÖSYM” refers to the Republic of Turkey Student Selection and Placement Centre.
    Rector’s Office” refers to the University’s executive organ.
    Senate” refers to the University’s academic organ.
    The Republic of Turkey Higher Education Council (YÖK)” refers to the autonomous organisation with public legal personality regulating all higher education activities in the Republic of Turkey.
    University Executive Board” refers to the organ supporting the Rector in the administration of the University.
    Board of Trustees” refers to the highest decision-making organ of the University.

 

  1. This regulation aims to ensure the smooth and accurate implementation of scholarships and tuition fee discounts to be granted by the Mesarya Technical University within the set criteria and conditions specified below. This regulation covers the rights of the students who have gained the right to receive scholarships or discounted tuition fees; the scope, amount, duration, conditions for the implementation and termination of scholarships and discounted tuition fees.

 

MESARYA TECHNICAL UNIVERSITY – INCENTIVE SCHOLARSHIP 1

 

This scholarship is awarded to students who have been successfully listed amongst the first 5000 students and who have been admitted to one of the MTU programs according to scores obtained from any category (excluding scores obtained from the Language Category) of the Turkish Republic University Entrance Exam held by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM).

The scholarship includes exemption from tuition fees, free accommodation in double rooms in MTU dormitories, 10-month pocket money during the academic year, the monthly amount of which corresponds with the 35% of the gross minimum wage (issued to the student in cheque), two return flight tickets to Turkey per year and one notebook computer.

These scholarships continue on the condition that the student has fulfilled the attendance condition and the student’s CGPA has been submitted for the relevant semester. The duration of the scholarship is the standard period of study specified for the registered program.

If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees specified for standard students who have been placed to the same program during the current year. Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year and they lose all other rights gained within the framework of this article.

 

MESARYA TECHNICAL UNIVERSITY – INCENTIVE SCHOLARSHIP 2

 

This scholarship is awarded to students who have been successfully listed amongst the top 5001 to 30,000 students according to their scores obtained from Quantitative, Qualitative, Equally-weighted and Equivalent-weight sections of the Turkish Republic University Entrance Exam held by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) and who have been admitted to one of the MTU programs offering discounts for the aforesaid score categories. The scholarship includes exemption from tuition fees.

The duration of the scholarship is the standard period of study specified necessary; the scholarship includes one additional year at the English Preparatory School for the registered program if those programs which require English Preparatory education.

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year.

 

MESARYA TECHNICAL UNIVERSITY – INCENTIVE SCHOLARSHIP 3 AND MESARYA TECHNICAL UNIVERSITY ENTRANCE EXAM SCHOLARSHIP

 

This scholarship is granted to students who have been admitted to Mesarya Technical University’s scholarship programs specified by the Board of Trustees in line with the Regulation for MTU Entrance Exam and Student Admission, and according to the University Entrance Exam results announced by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM). The scholarship only includes an exemption from the tuition fees.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

 

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year.

 

MESARYA TECHNICAL UNIVERSITY INCENTIVE SCHOLARSHIP FOR THE CITIZENS OF THE THIRD COUNTRIES

 

Based on the criteria specified by the “Third Countries Merit Based Scholarship Evaluation Committee” appointed by the University Executive Board and approved by the Board of Trustees, this type of scholarship is awarded to the Citizens of the Third Countries. The scholarship covers the tuition fees and free accommodation in MTU dormitories.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

 

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year.

 

SCHOLARSHIPS GRANTED ACCORDING TO THE TRNC MTU ENTRANCE AND SCHOLARSHIP EXAM

 

Based on the results of the TRNC MTU Entrance and Scholarship Exam held in line with Regulation for MTU Entrance Exams and Student Admission and in accordance with the criteria approved by the Board of Trustees per program, one student is granted 100%, two students are granted 75% and two students are granted 50% scholarship. The scholarship only includes an exemption from the tuition fees.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

 

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the said program during the current year.

 

OTHER SCHOLARSHIP PROGRAMS

 

These are the 25%, 50% or 75% scholarship programs specified in the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) and MTU Entrance and Scholarship Exam manuals. 

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

In the event of students receiving 75% scholarship not graduating from their registered programs at the end of the standard period of study, they are required to pay 50% of the new tuition fees paid by new students who have been placed to the same program during the current year. In the event of students receiving 25% or 50% scholarship not graduating from their registered programs at the end of the standard period of study, they are expected to pay the new tuition fees paid by new students who have been placed to the same program during the current year with a consideration of their scholarship status, which is either 25% or 50%. Students receiving scholarships within the framework of this article and, at the same time, leaving the program of study during the standard study period lose their scholarship rights.

 

However, if students benefiting from 75% scholarship scheme transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the said program during the current year. If students benefiting from 25% or 50% scholarship scheme transfer to another program with discounts for priority choice within their standard period of study, the scholarship granted to them continues in the same way and the amount to be paid by the student is calculated in accordance with the new tuition fees specified for new students who have been placed to the same program during the current year.

 

SCHOLARSHIPS AWARDED TO THE NATIONALS OF THE THIRD COUNTRIES:

 

EXEMPTION SCHOLARSHIP AWARDED TO NATIONALS OF THE THIRD COUNTRIES:

In line with the criteria specified by the “Third Countries Merit Based Scholarship Evaluation Committee” appointed by the University Executive Board and approved by the Board of Trustees, this type of scholarship is awarded to two undergraduate students per country by the said committee. The scholarship only covers the tuition fees.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the said program during the current year.

 

TUITION FEE DISCOUNTS FOR THE NATIONALS OF THE THIRD COUNTRIES:

 

This type of scholarship is based on the criteria specified by the “Third World Countries Merit Based Scholarship Evaluation Committee” and approved by the Board of Trustees. Students receiving this scholarship after the Committee’s evaluation are granted a 50% or 25% discount in their tuition fees.

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

In the event of students with either 25% or 50% tuition fee discount not graduating at the end of the standard duration of study, they are expected to pay the new tuition fees paid by new students who have been placed to the same program during the current year, with a consideration of their discount status, which is either 25% or 50%.

 

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study,  they are expected to pay the new tuition fees paid by new students who have been placed to the same program during the current year, with a consideration of their scholarship status, which is either 25% or 50%.

 

SCHOLARSHIPS TO BE GRANTED IN THE EVENT OF THE TERMINATION OF SCHOLARSHIPS AWARDED TO NATIONALS OF THE THIRD COUNTRIES BY THE TURKISH REPUBLIC OF NORTHERN CYPRUS MINISTRY OF EDUCATION:

 

In the event of the termination of 100% tuition fee scholarship issued by the TRNC Ministry of Education for the nationals of the Third Countries, such students are granted 25% or 50% scholarship in accordance with Article 5(8) (B) of these regulations. The scholarship only covers the tuition fee exemption in the aforesaid rates.

 

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

In the event of students with either 25% or 50% tuition fee scholarship not graduating at the end of the standard duration of study, they are expected to pay the new tuition fees paid by new students who have been placed to the same program during the current year, with a consideration of their scholarship, which is either 25% or 50%.

 

Students receiving scholarships within the framework of this article and, at the same time, leaving the program of study during the standard study period lose their scholarship rights. However, if students benefiting from the aforesaid scholarship scheme transfer to another program with discounts for priority choice within their standard period of study, they are granted a 25% or 50% scholarship over the new tuition fees paid by new students who have been placed to the same program during the current year.

TRNC – HIGH SCHOOL HIGHEST RANKING GRADUATE SCHOLARSHIP:

Those students who have gained the right to register for a program at Mesarya Technical University within the year of graduation after having successfully completed a high school or an equivalent institution as the highest-ranking student with a graduation degree of excellent are awarded 100% scholarship.

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year.

 

T.R.- HIGH SCHOOL HIGHEST RANKING GRADUATE SCHOLARSHIP

Those students who are the nationals of the Republic of Turkey and at the same time, who have successfully graduated from a Turkish Republic high school as the highest ranking student, and who have been admitted to one of the undergraduate programs at MTU in the year of graduation by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) or with the high school highest ranking graduate quota receive a tuition fee scholarship of 100 %.

For each extended semester and until their graduation, students who fail to graduate at the end of the standard study period are expected to pay 50% of the new tuition fees paid by students who have been placed to the same program during the current year.

Students who leave their program of study lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, they are required to pay 50% of the new tuition fees paid by students who have been placed to the program during the current year.

HIGH HONOUR AWARD:

Students studying at undergraduate and associate degree programs who have taken the normal course load and who have been awarded a ‘High Honour’ degree in their respective programs following the attainment of a minimum grade point average (GPA) of 3.50 and a CGPA of 3.00 and above are considered as a candidate for “High Honour Award” in line with the principles below and on the condition that they register for the following semester:

On the condition that the aforesaid GPA and CGPA average requirements are met within each faculty or school, the first ten top ranking students are granted the “High Honour Award”.

The High Honour Award is awarded as follows;

  1. The highest-ranking student/s is/are awarded three times of the valid gross minimum wage,

  2. The student/s ranking the second is/are awarded double gross minimum wage valid at the time,

  3.  The student/s ranking the third and further are awarded one gross minimum wage valid at the time.

The said ranking is obtained at the end of the second semester after the grade point averages of the students of the relevant faculty or school have been ranked from the highest to the lowest. In the event of having students with equal grade point averages (GPA), the student with a higher Cumulative Grade Point Average (CGPA) is ranked higher.

SPORTS GRANT:

MTU offers a grant to a student who achieves the first place individually or in teams in a sport activity representing MTU that is accepted by the University Executive Board, or who is a national player in his/her country and an active member of one of the MTU Sports Clubs. The grant covers full or partial reduction in tuition fees or accommodation fees of the MTU dormitories, on the condition that the student maintains active and successful involvement in sports at the university.

The scope of the grant, duration and conditions are regulated by the principles for “Mesarya Technical University Sports Grants Implementation” specified by the University Executive Board and approved by the Board of Trustees.

DISABLED STUDENT SCHOLARSHIP (TRNC):

In line with the annual quota specified upon recommendation of the University Executive Board and the approval of the Board of Trustees, TRNC nationals who have a disability degree of 40% and above, or whose father or mother has a disability degree of 40% and above, or, in the event of having no parents, those who have a guardian with a disability degree of 40% and above, are eligible to receive tuition fee scholarship on the condition that they meet MTU entrance requirements (for newly registering students) or demonstrate Satisfactory Progress in their studies at the end of the relevant semester (for registered students) and that they certify the disability through the relevant institution. Students not demonstrating satisfactory progress at the end of the relevant academic semester may not benefit from this scholarship during the following academic semester. However, if such students consequently demonstrate satisfactory progress and re-apply for the said scholarship, the scholarship is granted again. 

SCHOLARSHIPS FOR THE CHILDREN OF MARTYRS AND DISABLED VETERANS (TRNC):

Children of those who are accepted as martyrs or disabled veterans are exempted from the tuition fees upon gaining the right to study at MTU. The scholarship continues until the graduation of the student.

SCHOLARSHIPS FOR THE NATIONALS OF THE TURKISH REPUBLIC WHO HAVE TRANSFERRED TO MTU FROM FOUNDATION, PRIVATE AND STATE UNIVERSITIES

Granted in line with the areas and rates specified upon the recommendation of the Rector’s Office and the approval of the University Executive Board, this type of scholarship is awarded to the nationals of the Turkish Republic registering for MTU through horizontal transfer.

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

Scholarships of those students who have failed to graduate at the end of the standard duration of study specified for their registered program are reduced to half in the first two extended semesters and for each extended semester such students become subject to the new tuition fees specified for non-scholarship students who have registered for the same program in the current year. Having come to the end of the standard period of study and used their scholarship rights granted for the aforesaid two semesters, students lose all scholarship rights. In the event of the students who have been granted 25% scholarship exceeding the standard duration of study specified for their registered program, they lose all scholarship rights and become subject to the new tuition fees specified for non-scholarship students who have registered for the same program in the current year.

TUITION FEE DISCOUNTS FOR THE CHILDREN OF VETERANS (T.R.):

Children of those who served during the Peace Operation in 1974 and who have been granted the title of ‘Veteran’ are eligible to pay the same amount of the tuition fee specified for TRNC citizens upon their admission to MTU. The discount continues until the graduation of the student.

TUITION FEE DISCOUNTS FOR GOVERNMENT OFFICIALS (T.R.) WORKING IN TRNC:

Children of the Turkish Republic citizens who have been temporarily assigned duties at the Turkish Embassy, Cyprus Turkish Peace Keeping Forces, Turkish Peace Keeping Forces, government public services and state economic enterprises by the Turkish Government or Turkish Republic state institutions pay the same amount of the tuition fee specified for TRNC citizens.

TUITION FEES FOR THE SPOUSES/CHILDREN OF THE MEMBERS OF THE TURKISH ARMED FORCES AND/OR NORTHERN CYPRUS TURKISH NATIONAL GUARD :

(A) Children or spouses of the members of the Turkish Armed Forces and/or Northern Cyprus Turkish National Guard (including pensioners) who have been placed programs of MTU with priority choice discounts through the Student Selection or gained the right for admission to the and Placement Centre or through the Special Skills Exam pay the same amount of the tuition fee specified for the scope of this article is the standard period of nationals of the TRNC. The duration of the discount granted within the study specified for the registered program and includes one additional year at the English Preparatory School, require English Preparatory education necessary, for those programs which. if for each extended semester until their standard duration of study specified for their registered graduation, students who fail to graduate at the end of the program become subject to the new tuition fees specified for TRNC students registering for the same program for the first time in the current year.

(B)  A 20% tuition fee discount is applied on the tuition fees of the children or spouses of the members of the Turkish Armed Forces and/or Northern Cyprus Turkish National Guard (including pensioners) who have been placed or gained the right for admission to the programs of MTU without priority choice discounts through the Student Selection and Placement Centre or through the Special Skills granted within the scope of this article is the standard period of The duration of the discount study specified for Exam. the registered program and includes one additional year at the English Preparatory School, if necessary, for those Preparatory education programs which require English for each extended semester until their graduation, students standard duration of study specified for their registered who fail to graduate at the end of the program become subject registering for the same program for the first time in the current year to the new tuition fees specified for students with a consideration of their discount status which is 20%.

SPORTS DISCOUNT:

Students who have been admitted to their respective programs through the Student Selection and Placement Exam (ÖSYM) and, at the same time, who are members of the national team in any sport branch or who are licensed sports players in the highest league receive a 20% discount in their tuition fees.

The duration of the scholarship is the normal period of study specified for the registered program. If necessary, the discount includes one additional year at the English Preparatory School for those programs which require English Preparatory education. For each extended semester until their graduation, students who fail to graduate at the end of the standard duration of study specified for their registered program become subject to the new tuition fees specified for students registering for the same program for the first time in the current year, with a consideration of their discount status which is 20%.
