  1. Campus Security Authorities(CSA)

What is the role of a Campus Security Authorities (CSA)? 

The Mesarya Technical University Police encourages all members of the campus community to report crimes to us on a timely basis. However, under the, Northern Cyprus (TRNC) laws and regulations CSAs are required to report Northern Cyprus (TRNC) laws qualifying crimes which occurred on campus, in public areas bordering campus and in certain non-campus buildings owned or controlled (leased) by the University. CSAs should only report those crimes that have not been previously reported to University Police or another University CSA. The intent of including non-law enforcement personnel in the CSA role is to acknowledge that some community members and students, in particular, may be hesitant about reporting crimes to the police, but may be more inclined to report incidents to other campus-affiliated individuals.

What makes you a CSA? 

The law defines four categories of CSAs:

1. University Police Department sworn personnel and Department Administrators.

2. Non-police people of offices responsible for campus security. These CSAs have security presence or access control authority on university property, including, but not limited to, security guards, campus parking enforcement staff, student patrol officers, and security staff at athletic events.

3. The Officials with significant responsibility for student and campus activities category is defined broadly to ensure complete coverage and thorough reporting of crimes. To determine which individuals or organizations are CSAs consider job functions that involve relationships with students. Look for Officials (i.e., not support staff) whose functions involve relationships with students. An Official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the University. If someone has significant responsibility for student and campus activities, s/he is a CSA. Some examples of CSAs in this category include, but are not limited to: deans, student affairs professionals, student housing staff, athletic director/assistant directors, coaches, student activities coordinators, student judicial officers, and faculty/staff advisors to student organizations.

4. Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses – University Police.

Who is not a CSA? 

The following non-CSA positions/functions include but are not limited to: administrative staff members who are not responsible for students, clerical staff, individual faculty with no student activity duties outside the classroom, doctors at Mesarya Technical University Hospital, or counselors in the Counseling Center who only provide care to individual students.

CSA Crime Reporting 

CSA Crime Reporting – When a crime is reported to a CSA, first ask the person if they would like to report it to University Police. If so, contact University Police at + 90 (392) ……………………. If the CSA has firsthand knowledge and confirmation that the reporting party filed a police report with University Police, then they are not obligated to complete and submit a Campus Security Authority Crime Report Form. However, if the reporting party says they will file a police report with University Police, leaving the CSA with no firsthand knowledge and confirmation that a police report was filed, then the CSA must still complete and submit a CSA Crime Report.

CSAs are encouraged to report all crimes reported to them, on a timely basis, to University Police via a CSA Crime Report Form. However, under the Clery Act, only Clery Act qualifying crimes are required to be reported. The CSA Crime Report Form is submitted to the University Police Department online.

If the reported crime is made in good faith, meaning that there is reasonable basis for believing that the information is not rumor or hearsay, then the crime is Clery reportable. CSAs, when interacting with the crime reporting party, need to gather incident information that would provide sufficient detail to properly classify the incident. This means CSAs need to document reporting party responses or lack thereof. Reporting party identifying information should only be included in the Report Form if the reporting party is willing to provide same (see Anonymous Reporting section below). CSAs should not investigate the crime or attempt to determine whether a crime, in fact, took place. When in doubt, a Report Form should be completed and submitted!

Anonymous Reporting 

The University Police Department, unless otherwise prescribed by law, does not take anonymous police reports. The exception related to anonymous reporting involves Campus Security Authorities. The Mesarya Technical University permits victims or witnesses to report crimes to CSAs on a voluntary, anonymous basis (and includes such anonymous reports in reported Annual Security Report crime totals) but encourages individuals who report crime to provide identifying information.

What do I tell a reporting party? 

The following is a sample of what you can tell a reporting party who comes to you to report a crime: “As part of my position on campus I am a Northern Cyprus (TRNC) mandated crime reporter for the University. I am required to report of this incident to University Police for data gathering. If you request confidentiality, the Report Form will not include your name, or that of any other involved individuals. My report will contain only the information you provide. Do you have any questions? Would you like to help me fill it out?”

What is done with CSA Reports? 

The University Police reviews CSA reports and makes a determination if an incident warrants timely warning and/or emergency notification of the University community and whether it is a reportable crime in the Annual Security Report (ASR). The police department will consolidate crime data from multiple sources, report qualifying crime data to the Northern Cyprus (TRNC) Department of Education, publish campus ASRs and inform the campus community when and where ASRs are available. The Mesarya Technical University Annual security report is available online: http://police.MTU.edu.tr. Members of the community may also request a paper copy from the Mesarya Technical University Police Department.

Crime / Emergency and Non-Emergency Reporting 

Regardless of your status (CSA or non-CSA), all community members are encouraged to promptly report all criminal incidents and other public safety related emergencies to police. NSE offers MTU students an opportunity for educational travel and study at …………… participating colleges and universities across theworld . Participants must be full-time students with a minimum cumulative grade point average of 2.50 who will have completed two semesters prior to exchange. NSE students pay full-time tuition to MTU before leaving for their host school. Expenses for room and board , transportation to and from the host campus, and incidentals are the responsibility of the exchange student.

The Study Abroad Office in the Global Education Office assists students, faculty and staff interested in international study. They also coordinate several international programs including Fulbright Grants for students, staff and faculty, the National Security Education Program grants for students, and the …………………….Scholarship Program. MTU offers direct international exchange programs with some ……. universities in …….. countries. Applicants must have completed 2 semesters at MTU, be full-time MTU students, and have a 3.0 grade point average. Some international universities also have language requirements for study. Exchange students pay regular MTU tuition and are exempt from tuition at the host universities. Most types of MTU financial aid can be used to attend overseas study programs. Exchange programs in Spain, Mexico, and Latin America are sponsored by the MTU Latin American and Iberian Institute in cooperation with the Global Education Office. MTU also offers summer language programs in a number of countries and special summer session courses overseas. Staff at International Programs & Studies can also assist in finding programs sponsored by other universities in every part of the world.

Instructional Television – ITV (+ 90 (392) …………………….) Extended University provides select courses for students at television reception sites throughout the Northern Cyprus (TRNC) state. Off-campus students can enroll in these classes and can gain credits toward degrees, complete degrees, or improve work skills. Upper-division courses are offered toward the Bachelor of University Studies degree, in Public Administration, in Educational Leadership and in other areas as available. Engineering courses are also offered through ITV.

Any student on main campus or at a remote site working around the limitations of schedule or location is encouraged to examine online offerings as a way to advance his or her education. Honors at MTU
Baccalaureate Honors
Designations of cum laude (3.5-3.74), magna cum laude (3.75-3.89), and summa cum laude (3.90-4.0+), are awarded to MTU baccalaureate level graduates who have earned at least 60 hours in residence and the cumulative grade point averages listed above. Honors designations will be printed on the diploma, the Commencement Program and the student’s permanent record. Scholastic Achievement Honors are automatically awarded. It is not necessary to apply for this category of honors. Only first baccalaureate degree candidates are eligible for graduation with baccalaureate honors.
Departmental Honors
Departmental honors are honors received by graduates from their specific schools, colleges or departments. Not all departments offer departmental honors. Those graduates who think they qualify for these honors should check with their department regarding requirements and awards.

University Honors is an innovative program rich in challenge. It provides interdisciplinary education to students from diverse academic areas, ages, ethnicities, experiences and goals in a small seminar setting. Students are encouraged to play an active role in their learning through discussion and debate with faculty members, guest lecturers, and other students. Incoming Freshman must have a GPA of 3.5+, an ACT score of 29+ or SAT score or 1860. MTU Students who have a 3.2 minimum grade point average and have completed English 101 may apply to the University Honors Program. The University Honors Program offers interdisciplinary seminars with emphasis on individual study, participation and self-expression. Honors seminars do not duplicate other MTU courses and may be used to fulfill group requirements or electives in the various colleges and departments. The program also offers extra-curricular activities, including lectures, informal conversations with Honors faculty and guests, field-based seminars in Mexico, Spain, and Australia, and advisement about graduate school fellowships and scholarships. Upon completion of program requirements, the Honors distinctions awarded at graduation for University Honors are cum laudemagna cum laude, and summa cum laude.

Tutoring

CAPS offers a variety of academic support services, free of charge, to students. One-on-one tutoring is provided for most undergraduate courses and for study and library strategies. Students may make appointments at the CAPS reception area or by telephone. In addition to the one-on-one tutoring, walk-in services are available for algebra, calculus, chemistry, and physics classes. The Writing Center provides tutorial instruction for students writing papers for any undergraduate course. English as a Second Language (ESL) tutors are also available in the Writing Center. Other services include workshops, study groups, supplemental instruction sessions and many online services. CAPS tutors participate in a nationally certified training program that emphasizes tutoring and content area skills.

Athletics and Recreation

Call (+ 90(392)……………………..) for ticket information for athletic events. Admission for full-time students to all athletic events, except for special tournaments, is free. Student tickets are required for football, and women’s and men’s basketball games, and may be picked up at the Athletic Department Ticket office, located at the southeast corner of the MTU Arena (The PIT), near ………………….. Str.and University Boulevards and outside the MTU Bookstore. Full-time students must present their current student ID at the door for admittance to all other athletic events.

Career Assistance

Career Services assists students and alumni in developing, evaluating, and implementing career, education, and employment decisions. Office hours are from 8-5, Monday-Friday. Walk-in hours to meet with a facilitator are from 12:30-2:30, Monday-Thursday. Services are free to all MTU students with 3 or more hours, and recent graduates. Nominal fees are charges for community members, alumni 6 or more months past graduation, and career testing. The following services are available:

Career Advising – Career Development Facilitators are available to assist you with choosing or changing your major, assessing abilities, interests and values, clarifying career goals, writing a resume or cover letter, preparing for interviews, conducting a job search or preparing to attend graduate school.
Cooperative Education – Gain “real world” work experience related to your major while still in school by completing a cooperative education assignment. Visit our office to learn more about how to participate.
Career Resources Lab – Visit our comprehensive, state of the art, resource lab designed to support all facets of your career development and job search needs.
On-Campus Recruiting – This program provides students and employers the opportunity to meet face to face while interviewing for professional entry level and cooperative education positions with national and international organizations from across the country.
Reference Now – Through Reference Now references, transcripts, performance evaluations, and even portfolios can be housed online for a minimal fee. All materials are available to potential employers and/or graduate schools 24/7.
Career Fairs – Career Services hosts several career and information fairs throughout the academic year, providing students the opportunity to learn more about career opportunities and find employment.

Commuting and Parking

MTU Students, Faculty and Staff are eligible for a free monthly pass to ride the Cities of Northern Cyprus (TRNC) bus system. Students must provide a printout of their current class schedule and faculty and staff must provide an expanded online directory record and a sticker will be placed on their Owl ID by going to the following locations:

Parking & Transportation Services provides parking permits, shuttle transportation and other services. MTU campus parking is by paid permit, paid meters, or paid hourly gated parking at the visitor parking structure or visitor lot. Permits may be obtained online at pats.MTU.edu.tr. Parking Services provides enforcement from 7 a.m. to 8 p.m. Monday through Thursday, from 7 a.m. to 6 p.m. on Fridays and from 8 a.m. to 5 p.m. on Saturdays. This means valid permit display and meter payment are required during these hours. Parking services does enforce during academic breaks (such as spring break, winter break), but does not enforce on University Holidays (Thanksgiving, 4th of July, etc.). Courtesy shuttles for the G, T, and South lots operate from 6:30 a.m. to 10 p.m. Monday through Thursday, and from 6:30 a.m. to 7 p.m. on Fridays. Check online for the schedule during the summer session and academic breaks. Escort service is available for security purposes through the MTU Police Department.  This service will pick you up on campus and take you to your vehicle.  It is confined to the main, north and south campus areas and is available from 4:00 pm through 7:00 am every day.

Cultural, LGTBQ and Gender Resources

The program strives to provide an environment which is sensitive to the culture and history of Turkish students achieve their educational goals. The staff is available to support the personal, academic, educational and social development of students. Whether it is tutorial assistance, general academic advising, resolving financial aid issues, finding part-time employment, securing internships and volunteer opportunities, or connecting students with mentorships, they want to support a successful MTU experience. All students are welcomed and encouraged to come by the Center.

The program’s goal is to increase and assist North Cypriot students enrolled at MTU and to graduate in their field of interest. An academic advisor is available to outline programs of study as well as aiding in the solution of academic advisement concerns or problems. North Cypriot students are also provided assistance in applying for admission. The office also provides information of the various International and National scholarships and of any changes made in policies and procedures.  Information of special grants, tutorial assistance, mental health counseling, child care and housing is also available.  Other workshops include topics in local and International affairs. Study areas are available along with the use of typewriters, computers and other resource materials.

Cultural Cetre offers many culture-specific programs, and educates the campus community on the diverse issues affecting multi-cultural students attending or wishing to attend MTU. Support includes peer mentoring, academic support, scholarships, career advisement and employment opportunities. Cultural Cetre also plans several special events and cultural programs. Facilities include a computer pod and library. All students are welcome.

Provides advising and student services for international students and scholars, and offers study abroad opportunities in many countries for MTU students. Activities include a weekly social hour to bring North Cypriot and international students together in an informal social setting. The social hour sometimes features speakers, entertainment and cultural presentations. An international festival is held in the fall to highlight cultures.

SHAC is a one-stop health service available to all currently enrolled MTU students. SHAC is committed to treating patients with respect, consideration, and dignity. The purpose of SHAC Counseling Services is to provide MTU students with psychological services that will help them function successfully in their academic lives. The SHAC pharmacy offers prescription service for MTU students, faculty, staff, and retirees. A valid MTU ID or schedule is required. Prescriptions from any licensed health practitioner can be filled. The pharmacy stocks most prescription drugs and can special-order medications within 24 hours that are not routinely stocked. The pharmacy also provides education and counseling on proper drug use, interactions, and side-effects. Safety Tips On Campus
University campuses are not exempt from crime. Students, faculty and staff can make the MTU community a safer place to live, learn and work by taking common sense precautions, being alert, and looking out for others.

A safe campus starts with you.

The Accessibility Resource Center provides a variety of services to MTU self-identified students with disabilities. This includes students with visual, hearing, learning, and mobility disabilities, as well as chronic conditions. Address changes can be made at the Records & Registration Office. A correct address is necessary for receipt of appropriate MTU mailings and communications. Students may change their address here.
Academic Renewal, Academic Renewal applies to students seeking undergraduate degrees who have been readmitted to MTU after an absence of 5 years or more. The policy permits a currently enrolled student to request his or her transcript be reviewed for the purpose of evaluating previous MTU earned credits and recalculating the GPA from the point of readmission. A returning student must earn a least 12 hours and no more than 36 hours with a minimum GPA of 2.0, in order to be considered for academic renewal. Students may contact the Records and Registration Office for more information.
Owl Phone (+90(392)…………………) or Owl Web is an interactive response system maintained by ITS and the office of the Registrar. Using a touch tone telephone, or internet access, students may register for classes (adds, drops, etc.), obtain grade information, check financial aid status, and pay for tuition/fees using a credit card. Undergraduate applicants may also check their admission status. Other functions include obtaining accounts receivable information, checking for academic and administrative holds, and checking the schedule of classes. Students also use this system to withdraw from the University.
Program Change, Course Drop or Add or Section Changes, Changes in Grading Options Drop or add.
OwlWeb and OwlPhone (+90(392)…………………) are interactive registration systems. The following information applies to 16-week class schedule. You may add classes to your schedule or change sections
through the end of the second week of classes. Grading options may be changed through the end of the fourth week of classes. No grade or notation will appear on a student’s records if a class is dropped before the end of the sixth week of the 16 week semester. Students who drop classes after the sixth week will receive a notation of withdraw/pass (WP) or withdraw/fail (WF) on their records. A WF is calculated as an F in the grade point average. To drop a class after the twelfth week, permission of your college dean is required. Resident Status For Tuition Purposes in Northern Cyprus (TRNC)  (+90(392)……)
To become a legal resident of Northern Cyprus (TRNC) for tuition purposes, four basic requirements must be completed. Each person must meet the requirements individually. Withdrawal From the University Any student wishing to withdraw from all courses in which he/she is enrolled on the main campus of the Mesarya Technical University must do so on OwlWeb or (+90(392)…………………) A student registered for both main campus and off campus center courses may withdraw through the main campus procedures.

The Records Office issues both official and unofficial copies of MTU student academic records. A student may request an official transcript of their academic record and it will be issued, as directed, subject to transcript policies. A fee is charged for all official transcripts. The student’s signature is required to authorize the release of their transcript. All financial obligations to the University must be cleared before official transcripts are released. The SUB offers office space for student organizations, houses ASMTU & GPSA student government offices, the ASMTU SouthWest Film Center, ASMTU Crafts Studio, Northern Cyprus(TRNC) Educators Northern Cyprus (TRNC) Bank Branches, small workout facility/gym/stationary bike room, the OwlCard Office, a games room, convenience store, Recruitment Services, Student Activities Center, the Owl Lab computer lab, wireless networking, and dataports throughout the building. The staff provides service to students who are eligible for Veterans Administration educational benefits. Eligible students must contact the MTU Veterans Office each term of enrollment to initiate benefit payments (to avoid termination of benefit payments). All veterans who have need assistance on campus are welcome.

These programs provide for the development of skills in recreational and sports activities. Eligible participants are offered an access card for easy building entry into the accessible dressing room areas.
Exercise Therapy (+90(392)…………………) is a class (PE-NP 188) available for anyone unable to participate in other physical education classes. The individualized course is based on a physicians’ prescription. An aquatics program is also available in the therapy pool.

Housing (+90(392)…………………) provides accessible housing students with disabilities in MTU residence halls and Student Family Housing.
Information Technologies – IT (+90(392)…………………) offers work areas and software to provide easier access to its computer services. All of ITS’ facilities have computers with detachable keyboards, and some facilities have adjustable-height work areas. Macintosh equipment in all facilities offer screen magnification capabilities for visual disabilities. The IT pods have screen reading software available as well.

It is a specially designated room housing various assistive devices facilitating and promoting the use of the MTU University Libraries’ collections for patrons with special needs. Among the various devices in the room, are computer workstations that provide a graphic interface to the LIBROS Online Catalog and the Internet as well as software programs for use by individuals with visual disabilities. All undergraduate students are members of ASMTU – the undergraduate student government.  ASMTU provides services to students in many ways. They lobby the state legislature on behalf of students, provide a weekly film series, book entertainment such as concerts, speakers and comedians, continue campus traditions, provide leadership training and organize community service projects. There are many opportunities for involvement. ASMTU consists of a President, Vice President, …………… Senators, committee/positional appointments, and student service agencies. The student service agencies are: Community Experience, Crafts Studio, Election Commission, Emerging Owl Leaders, Owl Spirit Committee, Lobby Committee, SouthWest Film Center and Student Special Events.
